If you've worked in a heavy-duty shop for more than a few years, you already know something changed. The brake cleaner you reach for today doesn't behave like the one you used in 2022. It sprays the same. The can looks the same. But the grease doesn't lift the way it used to, the dry time is longer, and sometimes there's a film left behind where there never used to be one.

You're not imagining it. The product changed — across almost the entire industry, at almost the same time.

What Happened in January 2024

On January 1, 2024, Canada's VOC Concentration Limits for Certain Products Regulations (SOR/2021-268) came into force for manufacturers and importers. For aerosol brake cleaners, the rule set a hard ceiling: no more than 10% volatile organic compounds by weight.

The old-school formulas that technicians loved — heavy hydrocarbon solvent blends — were often 90%+ VOC. They could not legally be made for or imported into the Canadian market anymore. Every brand selling brake cleaner in Canada had to reformulate.

And here's where the industry split into two camps.

The Easy Way: Add Water, Cut Solvent

The fastest, cheapest way to get under a 10% VOC limit is to dilute. Replace solvent with water, surfactants, or inert carriers. The can still says "brake cleaner." The price stays competitive. The marketing doesn't change.

But chemistry doesn't lie. Water-based and heavily diluted cleaners bring well-documented problems into the bay: slower evaporation, residue and films left on friction surfaces, and a tendency to promote flash rust on freshly cleaned rotors and drums. Technicians compensate the only way they can — by using more product, more often. Two or three cans to do the job one used to do.

A weaker can isn't cheaper. It just hides its cost in the second and third can you spray.

The Hard Way: Engineer Around the Limit

There was a second path — harder, more expensive, and far less travelled. Canadian regulators, like their counterparts in the U.S., recognize that certain solvents are VOC-exempt because they have negligible photochemical reactivity. Acetone is the most important of these.
